Family Connects Frederick County Evaluation Services
Request for Proposal
Frederick Health announces a Request for Proposals for Evaluation Services for Family Connects Frederick County. Frederick Health is seeking a vendor for an independent evaluation of Family Connects Frederick County -- the implementation of an evidence-based universal nurse home visiting program for newborns and their families residing in Frederick County. The independent evaluation will support the case for ongoing investment and sustainability of the project. The maximum value of this contract is $300,000.
The Family Connects model has been evaluated using random control trials at Duke University. Frederick Health has committed to implementing this service to all families giving birth at Frederick Health in 2023 and then expanding to all families with newborns in Frederick County in 2024. Given the commitment to universal implementation, Frederick Health seeks vendors qualified to offer a quasi-experimental evaluation. This project is being supported by federal award number SLFRP1623 awarded to Frederick County, Maryland by the U.S. Department of the Treasury pursuant to the American Rescue Pan Act (“ARPA”).
